EVOLVE is committed to serving as an antiracist and anti-oppressive organization.
EVOLVE acknowledges that we work within a society and systems of care that are rooted in white supremacy and racism, which frequently result in disparate outcomes for children and families of color. We are committed to dismantling oppression, racism, and other forms of discrimination in all areas of our work to ensure that the children, families and communities we serve receive excellent care and services that enhance and advance their quality of life.
In alignment with the standards of the Child Welfare League of America, EVOLVE cultivates the ability of our staff and our systems of care to respond respectfully and effectively to people of all cultures, races, ethnic backgrounds, abilities, sexual orientations, gender identities, gender expressions, and faiths in a manner that recognizes, affirms, and values the work of the individuals, families, tribes and communities that protects the dignity of each.

Executive Director, EVOLVE Family Services
As many in the adoption community are aware, there has been a sharp decline in intercountry adoption in recent years. According to the most recently published annual report on intercountry adoption from the U.S. Department of State, American families adopted just 4,059 children through intercountry adoption between October 1, 2017 through September 30, 2018. This is a decline of over 13% from the previous year, and over 82% decline since 2004. This decline, coupled with the rising regulations and costs of intercountry adoption, has led EVOLVE to the difficult decision to not renew our Hague accreditation. Hague accreditation is required to act as a primary provider to directly provide or supervise intercountry adoption services. We currently serve as a primary provider in China, Colombia, Thailand, and the Philippines, and our current Hague accreditation extends through March of 2021.
Over the course of the next year, EVOLVE will transition out of being a Hague accredited primary provider. Although this means that we will no longer be directly facilitating adoptions in these countries, EVOLVE is pleased to maintain collaborative agreements with other accredited organizations. Through these connections, we will continue our long history of work in intercountry adoption through providing child-focused home study preparation, parent education, family support, post placement and post adoption services. EVOLVE will also continue to provide our full spectrum of child-focused programming in domestic adoption, foster care, family preservation and support services, pregnancy services, therapeutic services, and education.
EVOLVE was among the first agencies in the country to became Hague accredited in 2008 and has continuously maintained this accreditation over the years. We are proud for uniting thousands of children and families through ethical adoption services for nearly 43 years. EVOLVE remains committed to ensuring that all children have the nurturing, support, love, care, safety and belonging of family.
